Kirwan Replacement Police Facility Stage 1 & Master Plan

The Kirwan Police Facility is the first of a larger four stage development on the site of the former North Queensland Cowboys Stadium.

As part of a broader Townsville Accommodation strategy review, the proposal to develop the Kirwan Police Complex provided an opportunity to co-locate a variety of police functions on a single site.

Currently, Stage 1 of the complex development supports the replacement of the Kirwan Police Facility including a Policelink call centre and other district support functions, and Stage 2 will incorporate the relocation of the North Queensland Police Academy.

The Policelink non-urgent call centre will be only the second of its kind in Queensland and will add capacity to the existing facility in Brisbane.

The existing Kirwan police facility will remain fully operational until the replacement facility is completed and operational.

As part of the Stage 1 development, the site master plan has been considered in detail. The Facility will comprise of 4 Stages in total. Stage 2 has been announced as the new site for the Townsville Police Academy. Overall the construction value of the development is estimated to be in excess of $100 million.
